적폐청산

어제의 범죄를 벌하지 않는 것,
그것은 내일의 범죄에 용기를 주는 것과
똑같은 어리석은 짓이다.

적폐청산(積弊淸算)이란
오랜 기간에 걸쳐 쌓여온 악습의 청산을
의미하는 것이다.

적폐청산이라는 단어는
21세기 이전에도 사용되었으며,
정치권, 비정치권을 막론하고 적폐가
존재할 수 있으므로  가리지 않고
사용하는 말이었다.

제6공화국에서
적폐청산의 선두주자로는
김영삼의 문민정부를 꼽을 수 있다.
군사반란의 수괴로 지목된 전두환과
노태우를 구속에 이르게까지 했다.

세월호 참사가 일어났던 2014년 4월
국무회의에서 박근혜가 “오랜 세월 사회 곳곳에
누적된 적폐를 개혁하겠다” 고 하면서 정치권에서
본격적으로 유행하기 시작했다.

2016년 가을, 박근혜-최순실 게이트 이후
사용량이 급증하여 박근혜 퇴진 운동의 주된
구호 중 하나로서 사용되었다.

이후 19대 대선에서 문재인은 적폐청산을
공약 중 하나로 내걸기도 하였다. 자세한 내용은

적폐 청산 자체는 과거의 쌓아온
폐단을 없애야 한다는 용어지만,
지금은 적폐 청산하자,적폐몰이한다 는 말이
본인의 마음에 들지않는 인물 혹은 세력 집단을
적폐로 규정하고, 본인들에 대한 비판을
무조건적으로 대응하기 위한 단어로
의미가 오남용되었다.

이후 2020년대에 들어서는
전세계적으로 유행 중인 코로나19에
많은 사람들이 집중하게 됨에 따라 자연스레
적폐와 적폐청산이라는 말이 유행이 지나고
정치권에서 사라지며 적폐 청산이라는
단어 자체가 안 쓰이는 사어인 상태다.

2022년 현재 20대 대통령 선거 국민의 힘 후보
윤석열이 “문 정부는 스스로의 적폐부터 청산하라”
“문재인 정부의 적폐를 수사하겠다”라고 하며
적폐라는 단어가 다시금 떠오르고 있다.

적폐(積弊)

적폐(積弊)는 ‘누적된 폐단’,
즉 ‘오랫동안 점차 누적된 그릇된 것들이
뭉친 것’을 의미하는 한자어이다.
한국에선 주로 정치계 용어, 그중에서도
비방으로 한정되어 사용된다.
동일한 뜻의 단어로 앙시앵 레짐이 있다.

조선 시대의 왕이 본인 즉위 이전의 비리,
부정을 치우려고 해도 선왕들이 했던 일인데
청산하려 든다면 패륜이고 그것은 유교를
거스르는 행위니까 절대 허락 못 한다는 이유를
내세웠던 것과 비슷한 것이 민주주의가 생긴
현재까지 이어졌다는 것을 생각하면 어느 정도는
긍정적인 변화라고 할 수 있다.

단어 그대로 발음하기가 어려워 보통 적페라고 발음한다.
‘폐’가 들어간 단어(폐단, 철폐, 폐쇄 등)들이 대부분
‘폐’ 대신 ‘페’라고 발음 된다. 그리고 이건 표준 발음법상
옳은 발음이다. ‘예, 례’를 제외하면 ‘ㅖ’를 ‘ㅔ’로
발음하는 것도 허용하기 때문.

2. 적폐청산

이것을 없애려는 행위가 적폐청산이다.
적폐는 한 번 생기면 여러 이유가 복합적으로 작용해서
처리하기가 어렵다. 특히 집단 내 보상심리나 인맥 같은
여러 커넥션과 관련된 적폐들은 얽힌게 많은지라
더 처리하기가 어려운 편.

The Serenity Prayer
is a prayer written by
the American theologian
Reinhold Niebuhr
(1892–1971).

It is commonly quoted as:

God,
grant me the serenity
to accept the things
I cannot change,

courage to change
the things I can,

and wisdom to know
the difference.

Niebuhr’s prayer
originally
asked for

courage first,

and specifically
for changing things
that must be
changed,

not things that
simply can be
changed:

give us courage
